This supersedes #3626, putting it in a separate branch to allow final maintenance.
Per the original PR: "corrects a mistake in the documentation comment in src/function/relational/equal.js",
and per subsequent commits: "updates several more functions to fix problematic documentation comments, and I've removed the fixed functions from the list knownProblems in doc.test.js."
Still needs HISTORY updates,
and tools/approx.js to be reverted.
