docs: fix typos and grammar in TRIAGE.md and CONTRIBUTING.md

Description

This PR fixes typos and grammar mistakes in TRIAGE.md and CONTRIBUTING.md as reported in issues #2000 and #1999.

Changes Made

TRIAGE.md

• Fixed duplicate word: status status: Available → status: Available
• Fixed typo: Asses → Assess
• Fixed typo: infeasable → infeasible
• Fixed typo: comitter → committer
• Fixed typo: usser → user (in HTML comment)
• Fixed grammar: previous issue → previous issues
• Fixed inconsistent spelling: organisation → organization
• Fixed quote style: ´announcement´ → announcement
• Improved punctuation in step 6 of triage process

CONTRIBUTING.md

• Fixed typo: situaitions → situations
• Fixed typo: retrospectivly → retrospectively
• Fixed common phrase error: airing on the side of caution → erring on the side of caution
• Added missing apostrophe: One maintainers → One maintainer's

I've completed the fixes for all typos and grammar mistakes in both TRIAGE.md and CONTRIBUTING.md as requested in issues #2000 and #1999.

All the corrections have been made:

• Fixed all typos mentioned in the original issues (Asses→Assess, infeasable→infeasible, comitter→committer, etc.)
• Corrected grammar issues (duplicate words, plural forms, punctuation)
• Fixed quote styling and improved overall consistency

The changes are purely cosmetic and don't alter any functionality or meaning of the documentation. Please review and merge when ready.
