Feat: add initialize-media-recording

This PR adds my initial pass at plugin for initialising camera AND audio (or either) simultaneously within one plugin / UI for the participant. In other words, something like this might be considered for replacing the two separate plugins of initialize-microphone (https://www.jspsych.org/latest/plugins/initialize-camera/) and initialize-camera (https://www.jspsych.org/latest/plugins/initialize-camera/). Or just as an alternative to do both simultaneously. This was developed as part of the POSE project and in conjunction with some earlier discussions with Josh.

This is just my first pass at doing this. Feel free to modify or extend as desired, if useful. Happy for this to be pushed to jspsych-contrib if that makes more sense there too.
