fix(useLocalStorage): avoid hydration mismatch in SSR environments

Summary

Fixes an SSR / hydration mismatch issue in useLocalStorage where the hook could
read from localStorage during render in App Router environments.

What changed

• Deferred localStorage reads to avoid hydration mismatch
• Kept behavior identical after mount

Verification

• Manually verified in a Next.js App Router setup
• Confirmed no hydration warnings and correct value sync after mount

Tests

I attempted to add a regression test for this behavior, but ran into local
infrastructure constraints with the test setup. I’m happy to add or adjust tests
based on maintainers’ guidance.
