pre-commit/[email protected] is showing inconsistent behaviour- pre-commit is pushing unrelated changes to some PRs, and in other cases runs and trys to undo previous changes. mirrors-prettier is no longer supported. This switches to https://github.com/rbubley/mirrors-prettier instead, and downgrades prettier to the last proper release.

Replace pre-commit/mirrors-prettier with rbubley/mirrors-prettier
pre-commit/[email protected] is showing inconsistent behaviour- pre-commit is intermittently pushing unrelated changes to some PRs, and in other cases reporting that changes haven't been made. mirrors-prettier is no longer supported.
This switches to https://github.com/rbubley/mirrors-prettier instead, and downgrades prettier to the last proper release as done in jupyter/docker-stacks#2180
