Update to .NET 9 SDK.
Fix most new code analysis warnings.
Suppress some new noisy code analysis warnings.
Drop TFMs for net6.0 and net7.0.
Add net8.0 TFM.
Bump version to 5.0.0.
Fix-up NuGet audit warnings.
