The signing-api package acted as a bridge between the chainweaver and its consumers, but it has a lot of legacy dependencies and Nix setup, which is hard to upgrade. Now that chainweaver is being phased out, there's little reason to maintain signing-api as a separate Haskell package outside kda-tool (which is its only Haskell consumer)
