Implemented fixes from other peoples pull requests into one

Implemented some other pull requests into a version which now:

1. Works in any direction - Support for tolerance on submenus that are positioned above and below the main menu. #22
2. Fix for activation on blank areas - Should clear any pending activation when leaving an element #29
3. Compatible with new elements inserted into the DOM. - Work with new elements inserted into the menu #31
4. Reset activeRow to enable hover over same element twice consecutively - Resetting activeRow when going to a non submenuSelector element #33
5. Has bower support - Added bower.json to make this plugin installable with bower #36

I've also changed DELAY from a constant to a configurable option.

Nice. I hope @kamens will merge this in! Or let someone else.

So it's quite clear that this project is now unmaintained, is there a more active fork that can be used with fixes like this? @kamens it is your responsibility to help users transition to a maintained version if you are no longer working on this, this repo has over 6,000 stars.
