Adding in the G23 R(V) dependent relationship that is spectroscopic from 912 A to 32 microns (Gordon et al. 2023). All previous R(V) dependent relationships were spectroscopic at some wavelengths and photometric at other wavelengths.

Release including the D22 NIR spectral dust extinction models. Completes the set of spectral extinction models from the far-UV to the mid-IR (GCC09, F19, G21, and D22).
