This PR brings back kda-tool to business.
KDA Tool is now built against Pact-5, and thus support new features like verfiers.
Github workflow has been updated.
This is mainly a new basis to improve it further.
Underlying libs (cryptonite, Cardano-crypto) have been bumped to their last version.
Recent versions of GHC are supported.
