We can not know in here if the scanning should be enabled or not. This is one cause of #1082
Hostapd create virtual interfaces on top of wifi interface these should *not* be renamed.

This to work as intended now when #1082 is fixed. Default setting: Scan on wifi interface

Pretty simple configuration but can most likely be improved:
Also fix #1082 (documentation is not fixed yet though), and some other things i found during the implementation.
