Some of the language-configuration.json files have become out of data with upstream vscode which likely means that users of this extension will not be getting the benefits of the recent changes.
This PR updates each one to be up-to-date with vscode as of 1.56.2. I have removed PHP since the block comment completion already exists for that language now and I have combined C and C++ since they share a file in vscode now.
