fix: improve error handling and remove duplicate dependencies

Improved error handling and dependencies:

• Fixed silent logging errors in lib.rs and stwo_bindings.rs by properly propagating initialization failures
• Removed duplicate pytest-timeout dependency in pyproject.toml
