I added some stuff into the IANA Considerations and also performed some text tidying up.
In particular - I removed a statement taht this draft updates RFC 7296 - it doesn't. The meaning of "Update" in IETF is that the draft changes the interpretation of the RFC it updates (so that everyone needs to read this draft to implement updated RFC correctly). This is not true in our case - IKEv2 was designed to allow adding Security Protocols, new transforms, new notifies if it is negotiatable. This is our case. The document is still inconsistent and needs more work.
