Based on Kokkos-FFT's and Spack's Sphinx configurations
Kokkos Comm still does not have an official release, so it does not make sense to have a minor version. This change simply swaps minor and patch versions so that once we release v0.1, the version bump will make sense.

Made CI fail because of Sphinx warnings. We do not really care about having this for now anyway.
