I'm waiting for a kubernetes-csi member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Added the interfaces for mock test class in the second PR with some basic unit test.
I believe the integration test also covers the basic testing for Start/Stop service.
