WIP: 🐛 Fix SG deletion logic on Default VPC

What this PR does / why we need it:

It removes an invalid event when enabling emptyRoutesDefaultVPCSecurityGroup on AWSManagedControlPlane like this:

spec:
  [...]
  network:

      emptyRoutesDefaultVPCSecurityGroup: true

Without this PR, it creates tons of events like this:
