What type of PR is this?
/kind cleanup

What this PR does / why we need it:

  • It cleans up all the AWS SDK Go V1 code. Updates pending AWS service clients in e2e, clusterawsadm and few others.
  • Removes saveToServiceEndpointV2Map method as it's not needed
  • Adds codegen (borrowed from AWS SDK V2 internal package) to support region -> partition conversion.

Hi @punkwalker. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

Hi @richardcase seems like it needs lgtm label as well

For larger changes, we normally stick to the lgtm and approve being done by different people. For small changes, doing both is ok (at the discretion of a maintainer).
