What this PR does / why we need it:

This PR proposes that @salasberryfin be moved to a reviewer of CAPG. The reasons for this proposal:

  • Carlos has been driving the CAPG office hours consistently during 2024
  • Carlos has been doing reviews on PR
  • Carlos has been contributing his own PRs

This PR also updates the aliases for:

  • SCL leads
  • CAPI maintainers
