As an alternative to #1518, I think this might be a better approach: we can change api/ and exp/api, but we only fail the apidiff test when we find an API change in those packages. |

We want to check if our public APIs have changed, not if our internal implementation has changed. Focus only on differences in api/ and exp/api/
