First step in enabling running conformance tests for Istio on MacOS using Kind

This PR modifies the Makefile used to run the Istio Conformance tests.

In particular it enables the make setup-env-kind target to run on MacOS as well. This is useful for testing while developing code that touches the Conformance tests.

This PR does NOT update the version of Istio used. One must use an applicable version of Istio for which there is a MacOS download of istioctl for the setup to work.

Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
