What this PR does / why we need it:
This PR changes how Helm Chart generates
insecureSkipTLSVerifyfield in the APIService object. The field is omitted in final manifest when set to false: kube-aggregatorHelm will only add field when it's not set to
false.Changing how the field is generated in Helm will fix ArgoCD drift of this field when values are set:
ArgoCD applies manifest with
.spec.insecureSkipTLSVerify: falsebut the live manifest is missing that field because of the above.e2e-test passes with this change
