What this PR does / why we need it:

This PR changes how Helm Chart generates insecureSkipTLSVerify field in the APIService object. The field is omitted in final manifest when set to false: kube-aggregator

Helm will only add field when it's not set to false.

Changing how the field is generated in Helm will fix ArgoCD drift of this field when values are set:

apiService:
  insecureSkipTLSVerify: false

ArgoCD applies manifest with .spec.insecureSkipTLSVerify: false but the live manifest is missing that field because of the above.

e2e-test passes with this change

Hi @theadzik. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

It turns out it was fixed 5 months ago, just not released yet :(
