Working on pulling the test logic out of prow config into our repo in #917, so we can then remove bazel in a single PR |

For discussion; we don't think bazel is our tested build process, so we should probably remove it in favor of the build process we test.
Looks like there might be some deeper dependencies in e.g. cloudbuild.yaml
