Add 3h timeouts to CAPG jobs

The default timeout looks to be much longer (24h?), so make sure that
a more reasonable timeout is set. We can shorten in future if needed.

We are seeing jobs stuck pulling go dependencies for more than 20 hours,
so 3h seems reasonable for now.
