[Addon] fluxcd: fixing onlyHelmComponents option

Description of your changes

Fixes error when enabling addon using onlyHelmComponents=true option. This is currently blocking tests.

How has this code been tested?

Enabled with and without onlyHelmComponents=true on kubevela core version 1.10.6.
