Add support for the gpt-5.1 reasoning model in the Azure OpenAI plugin so it can be used in Dify, consistent with the OpenAI plugin support for gpt-5.1.

Code Review

This pull request adds support for the gpt-5.1 model to the Azure OpenAI plugin. The changes are consistent with the existing model definitions and the corresponding OpenAI plugin. I've found a couple of minor issues in the internationalization (i18n) strings for the new model definition that could be improved for better user experience. Specifically, a missing Chinese label and some grammatical improvements in the English help texts for model parameters. Overall, the changes are good and address the goal of the PR.
