various dashboard fixes for Issues.

OK this addresses:

• ursa-dashboard - how do we know a task is running/stopped? #215 - running/not running visible things
• ursa-dashboard limited scrollback #212 - scrollback
• ursa-dashboard - scrolling auto-jumps #211 - scrollback auto-jumping

It also changes:

• Settings so it's visible even on smaller screens
• and adds settings "panes" (like Mac) to help organize settings
• and adds a settings for "UI" - that has scrollback # of lines, which has a large # of.

Oh. Also I fixed the animations from Rich console screwing up (not animating) in the stdout window. Most apparent during the planning spinning.

That would be awesome if you thought it was ok to merge. My intention is to use this for an upcoming demo as well as some of our users who are using the dashboard - id like to update their versions.

This looks sweet and on some very brief tests, looks like an awesome improvement.

I havent thoroughly tested it and don't know that I will have time to today, but a couple small pieces of feedback:

• Because I dont have time to test all the settings options, if you can vouch for them working as intended, I will trust you there.
• Its not clear to me what Stdout buffer lines, Events page size, and Max event pages mean from the UI (so I suspect it will not be clear for a user). Is there a better set of names for these parameters?

If you can address that I would be happy to merge today. This is really nice.

I agree, @mikegros - so I removed those page related settings from Settings. I also added in light/dark/follow system theme for Theme like screenshot.
