fix: organize deps and devDeps

Some devDeps where placed inside deps.

@taylorotwell There will be merge conflict in the lockfile everytime the lockfile is changed on the main branch, I won't keep it up-to-date, but I'll fix the merge conflict at the end if this is approved.

@taylorotwell laravel-vite-plugin is still in dependencies instead of devDependencies.
Also, there are a lot of outdated packages even throught the last commit on main is update deps.

Any reason why@rollup/rollup-linux-x64-gnu is locked to specific outdated version ?
