fix: added overriding rule to fix the body-max-line-length constraint by commitlint

Summary

• Added a rule to override body-max-line-length limit from @commitlint/config-conventional
• This rule was causing the manual sync icons workflow to fail when the PR body lines exceeded 100 characters
