Converting Releaser scripts to a
releaseGHA action. I'll leave the .ldreleaser stuff for now for reference, but probably makes sense to get rid of those once we're sure the GHA works well.Related Jira issue: REL-4161: Migrate ld-find-code-refs from Releaser to GHA
