fix(solana): skip retries for non-retryable Solana errors

Add handling for Solana-specific errors that should not trigger retries:

• Error code -32602 (Invalid params)
• Error code -32009 (Missing in long-term storage)

These represent permanent states where retrying would not help. Error code -32007 (ledger jump) remains retryable as another provider may have the historical data.
