Additions to librtlsdr.

The main addition is an optional idle_function called when rtlsdr_read_async() would block.

Background and Motivation

About one year ago I made an application (spectrum_logger for radio-astronomy) using a patched version of librtlsdr. As I intend to make the application public, I start by making the patches for librtlsdr available in order to gain experience with the GitHub way of working.
