Federated C Benchmarks

Creating this PR to track federated benchmark work. Might be nice to sneak this in with this PR.

Issues to note:

• Timeout not respected in federated Threadring
• Compilation is sometimes redundant (e.g. for situations like workers = new[99] Workers())
• When running Big, RTI does not accept socket, then Seg Fault upon Ctrl+Z
