Looks like the wheel jobs are failing because they are attempting to use a too old version of libsemigroups. Perhaps that's unavoidable?

We could either make a new release of libsemigroups or change cibuildwheel to build libsemigroups from the git repository rather than from a release. I think both of these are probably not necessary for this PR.

I've cherry picked the changes from this PR on top of stable-1.0 and am testing that locally. If that passes, shall I merge @james-d-mitchell?

This seems to work locally, except the build for Python 3.9, for a reason I can't quite figure out. 3.9 also didn't seem to work on the old version of CIBuildwheel, so I'm not sure what's going on there.

Since Python 3.9 support ends at the end of September, I propose we just drop 3.9 if it proves to be an issue the next time we make a release.
