Motivation
We should try to use latest stable Rust.
Proposal
Bump Rust to 1.88.0 now that it's stable.
NOTE: I tried changing the Rust edition to 2024 but there's quite a lot of errors still that require the rewrite and since there's nothing in our roadmap that is blocked by not using
edition=2024I chose not to spend much more time on this.Test Plan
