What this PR does / why we need it: Based on the CI for the CCM (https://github.com/linode/linode-cloud-controller-manager/pull/311/files and https://github.com/linode/linode-cloud-controller-manager/pull/331/files), this adds environments so e2e tests should be able to run on forked PRs with maintainer approval.
