This PR removes the stale issue workflow that was incorrectly closing issues that should have remained open. The workflow has been completely deleted along with its associated labels to prevent further unwanted issue closures.
- Deleted the entire stale issue workflow configuration
- Removed the 'keep' and 'stale' labels that were used by the workflow
