A basic API in python to replace fleet's API

Differences:

• Removed the lsiocommunity and lsiobase sections
• Removed the pullcount and templatespec values
• Removed deprecated

Fixed:

• The category field gets populated correctly
• The version points to the right tag when there's no stable (readarr)

Same:

• Same api path
• Same output format
• A background process updates at an interval (default 24h) using an env var to an sqlite db
• The API has 4 threads
