Pulling in llvm/llvm-project#158365 This also fixes a few issues related to bazel no longer autoloading some previously built-in things, like py_library. The above LLVM PR is related to that. MODULAR_ORIG_COMMIT_REV_ID: 99200739a16c3b1aa7590ca3057400db1602c919
