LLVM_ENABLE_RUNTIMES=flang-rt for ppc64-flang-aix

Add depends_on_projects=['flang-rt'], and checks=['check-flang-rt'] to the ppc64-flang-aix builder. The prepares the removal of the "projects" build of the flang runtime in llvm/llvm-project#124126.

This has merged for a while now but its not yet reflected in the bots, any updates on this?

The buildbot master needs to be restarted manually for the updated configuration to become active. I already tagged @gkistanova here in the hope she sees this.

@madanial0 ppc64-flang-aix is failing since https://lab.llvm.org/buildbot/#/builders/201/builds/3822. The buildbot have been restarted yesterday with this configuration change becoming active, but due to the persistent failure I don't know whether it broke something.
