This change updates the TensorFlow library to the latest build (http://ci.tensorflow.org/view/Nightly/job/nightly-android/478/).
It also sets up NuGet package creation on build. CI would be good to have eventually, but for now it would be good if you could manually publish the NuGet (or I could do it if you want).
