This is the URL we used before switching to bzlmod. `toolchains_llvm` also automatically picks up this exact toolchain for Ubuntu, however it also detects OS version which would fail for NixOS. Pinning the URL and hash would make it work for NixOS dev environment setup used in lowRISC. Signed-off-by: Gary Guo <[email protected]>
