Split up the transfer tasks across a couple of modules, so that each top-level task has its own file and shared implementation is in a submodule.
Split the inner implementation of the actual dataset transfer into a separate configurable function. This will allow the upcoming Google publish task to re-use the TransferTask structure, but with different details for the actual transfer.
