Added a new entry for 'cdns' to the Command Line Utilities section in the README.

Added cdns to the README’s Command Line Utilities list so it’s easier for users to discover and reference.

Motivation and Context

cdns is a command-line utility in this repository, but it wasn’t represented in the README’s list of command line tools. Adding it improves discoverability and helps users quickly find the project and its purpose from the main documentation.

Not applicable — documentation-only change. Verified the README renders correctly on GitHub (links/formatting and section layout).
