This commit connects loading data from the cache with computing the actual IQB score using the calculator. While there, attempt to make tests more general w/o depending on them being run from a specific path using pytest fixtures. When authoring this commit, I realized that the way in which we fetch static data from BigQuery is not compatible with the actual data. This issue has been documented. I will fix this in a subsequent pull request.
