Proposals are separated from reference. docs/ mixed descriptions of the running system with pitches and working traces. Three documents totalling about 8,400 words moved to docs/proposals/, each gaining a dated status header. A reader listing docs/ can now tell which is which without opening anything.
Each concept has one home. Lifecycle, statuses, and checkout live in workflow.md. Roles and access live in permissions.md. The registry and configuration flags live in work-types.md. The code tree lives in directory-structure.md. Other files link rather than restate.
One planning list. docs/backlog.md duplicated thirteen of its fourteen items with ROADMAP.md and was deleted. Its two better status notes were folded in. "Recently Completed" ran to March 2026 and now runs to August.
The index tells the truth. It listed ten documents, two of which had never been written, and omitted four that existed.
