Complete overhaul of framework to support community contribution. Addition of new functionality.

❓ Why is this change needed?

Supports community contribution, Raspberry Pi Compute Module 5 support and other general improvements.

🧪 How was this tested?

Tested on CM5. Will continue testing with other hardware following merge

Modules are disabled by default. Must be re-enabled as needed.
