feat: Close inactive issues

This pull request introduces a new GitHub Actions workflow to automate the management of inactive issues in the repository. The workflow will periodically mark issues as stale and close them if there is no activity, helping keep the issue tracker organized.

Automation of issue management:

• Added .github/workflows/close-inactive-issues.yml to schedule a job that marks issues as stale after 30 days of inactivity and closes them 14 days later if still inactive, using the actions/stale action.
