- Enhanced `linter.yml` with new permissions and upgraded `actions/checkout` to v4. - Updated `publish_*` YAML files to include permissions for reading, writing packages, and upgraded actions to v4. - Modified `MinimalHelpers.sln` to reflect a new Visual Studio version and added `.github\copilot-instructions.md`. - Incremented package versions in `MinimalSample.csproj` for `Microsoft.AspNetCore.OpenApi`, `Swashbuckle.AspNetCore.SwaggerUI`, and `TinyHelpers.AspNetCore`. - Updated package references in `MinimalHelpers.OpenApi.csproj` for `net8.0` and `net9.0`.
