Linter: Implement aufofix for erb-comment-syntax rule

This pull request implements the auto-fix functionality for the erb-comment-syntax linter rule.

For example it will correct this:

<% # bad comment %>
<%= user.name %>
<% # another bad comment %>

to this:

<%# bad comment %>
<%= user.name %>
<%# another bad comment %>
